in regards to you OOC comment: yeah, Blood will fight but from my understanding, Rum Drum was breathing heavily from the last blow. He may want to fight but he isn't going to attack a guy when he's down.

He got jabbed in the stomach, but it was more like just sucking in air to catch his breath again. He wasn't down or out by any means.

You know like in the actual series how one of the villains gets hit, but isn't out for the count. Like when Luffy punches Arlong in the face before the actual fights take off.

No, Luffy busts down the wall then hits him some time shortly after. Arlong gets knocked around a bit, but he wasn't even out of the count for a second afterwords, that is like what happened to Rum Drum Johnny.

does it always end up where the guy is being thrown and his head is on the ground like that? or is that just that one scenario?

The person is lifted up, the person is then thrown down, usually the back first on the floor, with the other person either falling forcefully on-top, with an elbow jab, or something like that.
